The 22-page document, titled the Integrated Country Strategy, explains the necessity for Ukraine to simultaneously battle corruption and win the war.

The memo states, “Ukraine has a unique opportunity in the current moment to commit to the anti-corruption and judicial reforms needed to realize the aspirations of the Ukrainian people.”
Ukraine’s Future
These reforms are not seen as a post-war luxury but as the very framework upon which Ukraine’s future, stability, and prosperity depend.
De-oligarch the Economy
One of the key points emphasized in the memo is the need for Ukraine to de-oligarch its economy. “Even as Ukraine fights to liberate its territory, the fight for the future is also important,” the memo says.
“President Zelenskyy campaigned on a promise to clean up corruption and remains publicly committed to rebuilding a Ukraine that benefits all of society. Ukraine cannot afford to push reforms to a post-war period. The country must lay the framework to win the future even now,” it added.
Boost International Confidence
The document highlighted that these reforms are not just a domestic matter and that they will boost confidence among private-sector investors and strengthen international support from the U.S. and other nations.
Increase Diplomatic Presence
The memo also outlined plans to increase the U.S. diplomatic presence in Ukraine.
Beyond Kyiv, the possibility of expanding this presence to cities like Lviv, Odesa, Kharkiv, and Dnipro is being explored.
