Chicago Alderman Raymond Lopez has introduced a new ordinance aiming to address youth offenses in the city.
Fines and Mandatory Counseling
Under this ordinance, parents of children engaged in disruptive activities could face fines of up to $5,000 and mandatory family counseling.

Offenses Covered by the Ordinance
These offenses include panhandling, underage and public drinking, cannabis use, violating curfew, as well as engaging in activities like “climbing on” cars, street takeovers, and drag racing.
Restrictions on Paintball Guns
The ordinance also prohibits the loaning or supplying of paintball guns to juveniles.
Minors would also be prohibited from begging, soliciting, or using social media to “abet or encourage” illegal activities.
Holding Parents Responsible
The proposed ordinance states that parents “shall be held as responsible and accountable for the activity of said minor as if they committed the acts themselves.”
The primary goal of the ordinance is not just to impose fines but to change behavior and help parents raise responsible children.
Tackling Street Takeovers
Alderman Lopez believes this ordinance could effectively address issues such as street takeovers and drag racing, which have become increasingly common in Chicago.
Youth Responsible for Most Issues
According to Lopez, youth involved in these activities are responsible for around 90% of the problems faced by the city.
